Roland brings 20 years of experience advising elected officials and the largest agencies in the state.  He was appointed by Governor Kitzhaber to serve as Oregon Lottery Deputy Director/Chief Operating Officer where he was in charge of business operations and the human resources department. Prior to his appointment to the Lottery, Roland served as an attorney in the Trial and General Counsel divisions of the Oregon Department of Justice and as Deputy City Attorney for the City of Portland.  Consequently, Roland understands government inside-and-out.  He uses his experience to help businesses and individuals navigate through complex regulations, licensing and business requirements, and government enforcement action.

Roland received his law degree from Northwestern School of Law, Lewis & Clark College, in  1997.  He is admitted to the Oregon State Bar and the U.S. District Court of the District of Oregon.  Roland has been an active speaker at business and industry events and served on both Governor Kitzhaber and Governor Brown's Judicial Selection Panels.

 

Roland served as Vice Chair on the City of Happy Valley Design Review Board and as a Commissioner on the Planning Commission.
